If you already did everything but failed to fix error 2738 while installing VPN client x64 in win7, then this might be of help.
Have you installed and removed McAfee Antivirus software from your machine before?
If yes, the registry key for vbscript.dll might have been overwritten by McAfee software. You need to run the the McAfee Consumer Product Removal (MCPR) tool that is downloadable here.
Restart and run Cisco VPN client installation again.
